devil’s advocate here—
if 3 ops all get a copy of the same message, how are any of the ops to know if the message was already handled?
our role is that of a message handler — pulling it down and delivering to a served agency for their action/response.
It could be confusing if more than one op passed off the same message at a later time, potentially minutes or longer after the first op handled it.
by removing the message once its been downloaded, that seems to be the mechanism to avoid the scenario I described above.
Leaving messages hanging around in potentially multiple operators possession seems like a good way to break the original intended workflow.
Just my outside-in perspective on this.
