Hello again. I have Radio Mail on my phone and tablet. I have a paid Packet Commander app on my iPhone, can I download it to the iPad without needing to pay for a second copy?

Yes. As long as you are signed up with the same Apple ID, you can download or restore subscription.
…and with Packet Commander your node list will be synced between the two devices
